The HIV in Europe Initiative is working to:

· Promote early testing and treatment throughout the European and Central Asian region

· Keep early testing and treatment on the political agenda in Europe and Central Asia

· Identify and stimulate the implementation of best practices

· Support the implementation of the consensus on late presentation

· Develop one model to estimate the number of people infected yet not diagnosed

· Develop and implement indicator disease guided testing

· Stimulate an evidence base on and reduce barriers to testing regarding human rights, stigma, discrimination and criminalisation

· Stimulate health professionals, policy makers and civil society including people living with HIV to advocate and collaborate
